520 _aAbstract: Last February 20, 2019, Republic Act 11223 or the Universal Health Care Act was signed which primarily aims to grant quality and affordable access to healthcare among Filipinos. With implementation of this law, several issues were seen in the Philippine Healthcare System which are needed to be addressed such enough health care facilities and health workforce and many questions were asked if our country is ready for this implementation, especially the preparedness of our primary health care providers. So in line with the implementation of this law, this study aims to determine the readiness of the private-clinic based Philippine Academy of Family Physicians (PAFP) members in District 5 Quezon City to the implementation of Universal Health Care (UHC) Law based on (1) physician profile, (2) attitude and perception to the medical practice and UHC, (3) facility profile, (4) patient profile, (5) process of care and services offered, and (6) facility's financing and financial management. All private clinics located within District 5 of Quezon City were surveyed for active members of PAFP who are currently practicing in a private clinic in this district. The respondents were given similar self-administered questionnaires formulated by the UHC Task Force of PAFP, to determine readiness of private-clinic based PAFP Members in District 5 of Quezon City to the implementation of Universal Health Care Law as to physicians profile, attitude and perception to the medical practice and UHC, facility profile, patient profile, process of care and services offered, and the facility's financing and financial management. Majority of the respondents are males, married, Certified Family Physicians that are already 20 to 30 years in the medical practice having full employment status. Most of them spend 5 to 8 hours per day, 6 to 7 days per week of clinical work. Our study showed that a greater number of the participants have a very positive attitude towards their current medical practice and a somewhat positive attitude towards UHC and their future medical practice under its implementation. Also, most of the respondents perceive that it is somewhat realistic for all Filipinos to be members of Philippine Health Insurance Corporation (PHIC), however, most of them believe that it is difficult to include some aspects of UHC in the coverage by PHIC and for PHIC to financially sustain additional coverage. In line with the implementation of the Universal Health Care Act, our study showed that the majority of the respondents have a very positive attitude towards UHC and showed willingness to do periodic competency, facility and practice accreditation. Most believed that all Filipinos can have membership under PHIC however, the majority perceived that it is somewhat difficult for the PHIC to cover the certification/accreditation of health facilities. Moreover, this study indicates that despite being insured, patients still pay out-of-pocket money to avail health services which suggests insufficient financial provision from the government however, due to unforeseen circumstances, only 5 out of 43 participants were able to partake in the study resulting in insufficient data gathered. Thus, the researchers deem that this study of private clinic based PAFP members in District 5, Quezon City on the implementation of Universal Health care is inconclusive.
